OK, so I'm somewhat confused about how the 13 game works. Do you need to kill 13 random people or are there only 13 individuals throughout Japan that you need to kill. If the ladder is the case, then once the MC kills the second individual he meets, wont that take him up to 11 "kills"? Maybe I'm making things too complicated...

@Rice You have to kill 13 of the players, there are the same amount of players as there are handlers, and it looks like there's no cap on handlers. There could be hundreds for all we know.
