I think it's really interesting that the system said he needs to kill 8. He likely won't have a chance to stop if they start surrendering, because if he doesn't actually kill 8, then he dies anyway. Furthermore, if he dies, then Yoo Jin-Ho likely dies too. The "System" needs him not only strong, but ruthless, and he both needs to go in on it, and apparently is somewhat willing to for now.
