Desir in the old war was still a regular magician just tier 4, being tier 7 the human maximum, though he was a tier 7+ at this branch of magic. So he should be able to analyses any magic available and use against the launcher given enough time and support but not create really complex spells by himself.

pure Magic vs pure Magic: Against the strongest magicians in the first year, Romantica is only tier 2 and Ajest Tier 3. He still can kick their asses easily, but he would be wipe out by any teacher or by old-war Ajest or romantica
