I think it’s meant to be up to the discretion of the reader. Although I can confirm that they do kiss in a later chapter :)

The description says the story is based on a legend. This may have been asked before but does anyone know what the name of the legend? I'd like to look into it out of curiousity.

@koyuki, I guess it can be left up to the reader but I don't think they have gotten to that point of kissing/coming to admit their feelings. But I have kind of jumped into the middle of this manga but plan to start from beginning soon.
