The idea was to make it look like domestic terrorism with Himeno as the ringleader, except they did not account for Himeno parasitizing key women in the media industry and in high places as contigency in case her giving herself up went badly, and it worked.

Also, there was a note by the translator about Japanese media being forbidden from badmouthing the police force, though I don't know if that is fictional or not.
