@ dmr11, same-sex couples aren't allowed to adopt in Japan (can't know for sure if the Sarazanmai universe is the same in that aspect as the real one, but the homophobia coming from that bureaucrat in this chapter suggests it is).

In Japan could a single person adopt or does it have to be a couple that does the adopting?

After doing some searching in Japanese it does seem possible for a single person to adopt. But from experience as a Catholic I've known adoption agencies which in special circumstances will place a child with a single parent, but ofcourse not a same sex couple, so that could be the case here. Couldn't find much more specific information though. In any case adoption seems to be pretty rare in Japan, just a few 100 cases per year.
