It's like: "You are the strongest human in our army, and you must protect humanity's only hope... BUT don't use your powers because of reasons"
Why? What's the point? Just classify him as an A rank, they don't seem that rare...

Apparently I'm the only one who remembers, but the reason he's masquerading as a D-rank is because he's trying to uncover some dirt and shady dealings from inside the school and being classified as a minor-lvl would make going unnoticed much easier.

After all, everybody would be extremely aware of the legendary soldier with the highest rank, but nobody would give a damn about blabbering in front of a trash rank.
