If you're looking for donations for translating BL, Mangadex might not be the best place to solicit as there isn't really a large BL fanbase here. Maybe Mangago since they have more BL readers there? Though they don't really have scanlator-crediting like Mangadex does.

I hadn't uploaded manga there but I've seen people mention doing so in the comment section. Though looking at the forums on the topic for the specifics:
If you want to upload a new chapter of an existing manga page: click on the flag on the left edge of the screen and then click the box with "Upload chapter (upload images to imgur.com or imgbox.com then report the album link):" with text box to paste into and then click report.
To create a new manga page that wasn't on the site before: get in touch with the webmaster via email and include relevant information like title of the manga, the author, tags if you want, and then the links to the zip/file of the manga and a reply email would be received sometime later with the manga posted.
