@onipuck my personal guess is that in the post-war japan, US military rations distribution had plenty of sandwich and bread in cans. And then it caught on.
 
If you hunt hard enough you can find them at grocery stores, but you'd be better off looking at specialty markets(such as military surplus, alongside the MRE stuff, or camping stores).
This. I bought some German canned vollkornbrot a few years ago, and on top of having several years of shelf life that shit stayed edible a week after being opened. And it was hella tasty, too, none of this sugary stuff the Japanese call bread. Living in Germany would be worth it for the bread alone.
