Oh, do they still sell stuff like that in Japan? Candies that look like cigarettes, pipes, etc, have been illegal here for about ten years at least, probably longer. I remember those cheap cigarettes, which were actually chewing gums with powdered sugar for blowing smoke rings.
Kids often bought those to be pretentious and act cool.
