As far as I can tell, Japanese schools are way too concerned with their reputation and not enough about actually getting shit done.
A girl is being constantly bullied and the teacher is encouraging it but no one cares until the mom complains. And then they decide to only punish the main bully and go way too far.
Here, they're so worried about how that picture looks for the school, they didn't even consider the circumstances. A Suspension for posting a minor misdeamor is ridiculous.

always that made no sense even in the movie - first off, he couldn't have taken that picture by himself, anyone would fucking know that. no "investigation" into who could've taken it??

Not even when the mum complained, it was only when the school was liable to lose over a million yen. The teacher likely wouldn't have pinned it all on Shoya if there wasn't money at stake - if Shoya, or anybody else, took the rap for it then the school would pay out, and the teacher was likely worried he'd be reprimanded for allowing it to happen. He had to pin it on Shoya right away to make it look like he wasn't going to own up to it.
