Pra mim parece obvio que é ele mesmo que faz o tempo voltar, mas com certeza não é pq ele quer, criei algumas teorias:

1- O governo fez isso com ele, por causa do grande poder dele, então sempre que ele tentar matar alguem, ele automáticamente faz o tempo voltar.

2-Ele do futuro vez isso com ele do passado pq se arrependeu de ser vilão.
