Ability for scanlators to pin comments to the top of a comments section

It would be nice if the scanlators of a chapter could pin messages to always be on top of the comments section.
Incidentally, it would also be nice (but more complicated) if a scanlator is the only scan group to upload for a manga , that he be able to pin comments in the general non chapter specific comments section.

I could agree with the chapter version, but the problem with the general comment one is what happens if other scanlators add in? I think the chapter specific-one would be more than enough though.
