IIRC, you have to remove your SIM card and have a LINE account with a JP phone # or no phone #.

From what I've seen you have to:
1. fresh phone,
2. JP VPN,
3. make new LINE account

Quite an outdated guide but there's nothing new for dodging LINE's region lock.

I already tried Psiphon Pro and it didn't work, I also tried all the VPN that I can get my hands on but it's still didn't work.
All I know is you need a Japanese Phone or Japanese Numbers or just Live there.
