@ Kendama exactly my thought. Ogi seemed to be quite fond (care?) based on how he treated Yona and the others, even matters regarding both Yona, Hak and Suwon together. And earlier, he didn't even want to sell information to Gobi.
My guess is that either he's scared about his own safety, or knowing how strong her companions are he wanted Yona to turn the plan and retain Gobi instead, or something else.

Either way, we'll see what the author have for us.
