Nozomi's ideal/wish was to live happily with Shino and Taichi, as seen in Page 18.
But since Taichi has passed away, that wish is no longer possible. Hence "It can never be [fulfilled]".

It also mean that she finally can confront her feeling, her depression, Taishi is not by her side anymore.
So, even though she have to be happy, the picture is only just for her and Shino.
