This appears to be an old women and they are in new Mexico, which is land-locked so they would not have a port and thus naval concerns would be a lower priority for the state.

Also, can anyone else see Akagi-chan and Little E becoming best friends, and the two of them and the birds running all over the base causing all sorts of mischief? When they lay eyes on her, Yorktown, Wasp, and Hornet's squees will be heard by dogs for miles around.

I imagine Amagi will take on the training of BB-Kaga.
