The real reason Queen Elizabeth hasn't received a retrofit yet is because she's already so powerful. Sure her strength lies in buffing Royal ships a lot, but that still makes her very powerful. That said, as new content releases and power creep keeps happening, I wouldn't be shocked if she eventually got one.
