@sawr Royal Navy follows England's tradition of hierarchy so even if they're sisters, if their ranks are diff. they are to be called and treated that way most of the time unless its just the two of them or the higher ranked one permits it during their personal time. Europeans are quite strict when it comes to hierarchy unlike the Americans who doesnt really fuss much about it.

Yeah thats one of the “charms” of the RN fleet but also one of the things i hate the most, not being able to act more “casual” in normal circumstances makes my blood boild (which i think makes sense since the best moments in this manga are from the RN acting “casual”)
