washington character is well, unique, and neither her or enty is a leader type. Yorktown and cleve is the best bet. maybe Texas or lowa will do but we don't have her yet.

In the anime, Cleveland and Hornet were the ones in the meetings and leading the Frontline

In game, Saratoga in the Russian event said she was leader of the group
