They are not the maximum, but there a developmental wall preventing people from growing beyond that, if they can even get close. Like removing the governor to let you car to go faster (don't do this), and close contact with the 7 sins skills, done right, is one thing that can break that limiter. Though beyond that point I think skill at using your abilities matters more then the stats.
