I like that the plot is picking up, but Tsutomu and his friends are still a drag on the whole manga. All they do is have redundant conversations, nag Birdy not to do anything, and then get mad when she doesn't do anything.

Plot progression is nice but Chigira's complete lack of agency here is ridiculous. He had the resolve to hunt down and murder beasts on his own before, and now he's cooperating with the special forces as they clearly make more!

I don't think so. There are two factions who fought for the throne of Alta. The Arita royal family, and Etania's imperial family. Birdy is descendant of the Arita family (a clone, to be more precise), but Christella is looking for someone related to Etania's imperial family. I think she's talking about Chigira, the boy that Gomez is looking after.

One interesting detail revealed now is that the source of the Ixioran powers is Etania's blood line. That's why Chigira has those powers. Birdy has Ixioran powers too but she was genetically engineered to have them. Chigira seems to be a natural Ixioran, a true descendant from Etania's imperial blood line.

This seems inconsistent with the idea of Ixioran's being bestial grunts genetically engineered to colonize hostile worlds. Why is it now a sign of privilege?

It must have started as a sign of privilege but got weaponized during the times of war. That's not so strange. The power seems to have existed in the blood lines of the old Altan kings more than 1000 years ago, but probably only started to get weaponized around 700 years ago, during the Hundred Years war.

What we knew about Ixiorans until now was revealed by Megius, and he probably didn't know the true origin of those powers.
