They were actually destined to be wiped out when they remained content with sharing the power between five families. Even if they under such a condition tried to act as one against an outside enemy, there would be significant amounts of friction and incoordination among them, creating inefficiency benefitting the enemy. Which is actually exactly what happened in this arc, with the minister making them fight amongst themselves and run fool's errands in hopes of riches. If they instead had a single ruler, none of this would have happened.
