Currently, it's possible to block users, which hides their comments.

You can also block groups, which hides their chapters.

However, as of right now, there's a spammer with one account uploading spam chapters under random groups; it would be helpful to be able to (separately) block a user's uploads as well as their comments.

Spammers should get banned. Blocking is temporary and they can clone themselves, so it's useless.
