Ngl this was probably the best decision the author could have made. Instead of having a power scaling issue, where by the 1st Stratum everyone is a fucking Pillar Man, they make everything a balanced playing field. So Nagi will be going up against teams that are all unique in their own way, rather than simply being stronger.
