@Moth as far as I know, Mangadex has hentai manga hidden by default. For most users who do not seek out adult contents, they won't even see them. Governments only ban a site when some self righteous parents deem it a bad enough website. Mangadex does a good job to filter hentai out. So no newbies (guest users) will be able to figure it out (until Bocchi wrote the guide...).
