I heard the reason why it's still a decision in Japan, is because the US led a lengthy brainwashing campaign in Japan to convince people that cow milk (especially from the US) is superior to breast milk. I also heard they did the same with Afrika and a bunch of other countries.

here in indo, while the marketing ain't as aggressive as like, in 2000s, formula milk is still regarded as superior among the mid-to-lower class
something like, infant should only get breastfeed for the first month or so, after that it must be formula milk exclusively
