dude that's not because of police rather it's the rule following the mentality of Japanese folks, have you ever heard of them dealing with drug war or gang war no cause their society is too closed and citizens follow given rules accordingly also don't have any freedom towards selling weapons or even medical prescribed narcotic which basically sealing the movements of criminals from minimal to none, even then they cant still slove the high rate of human trafficking business in the country. in all honesty after looking at their suicide rate Japanese are mostly dead from the inside.
