As the story progresses, it becomes pretty clear in the manga and source novel that Bel is (at the very least) fairly talented and skilled, even with his disability.
He was just "unlucky" to encounter that "dragon" that took his leg...

@frubam they literally just explained that "the lady" is the actual personification of "Winter". Fighting her is like trying to attack a blizzard with a sword and in your underwear.
