Seems like the soldiers are more like a petty Mob then guardians. Only care about getting money, don't care about their 'customers' at all, are paid more not to cause trouble since they don't seem to actually do anything if something does happen, and shamelessly abuse their authority to steal money.

Him being sent flying by Emma was a hoot! Although did she really launch him like that with a punch or did he leap back to mitigate the blow? Considering how attractive she is and her attitude you'd think she'd be familiar with knocking back idiots who can't take a hint and try to fondle her so would know how much strength to use. Guess will find out one or another next chapter.
