The realistic solution would be to call the police on Gen, get a job, earn a wage for awhile (between him and his mom they could easily afford a to send granny to a nursing home), take a gap year or two and build some savings, contact a hikkikimori help service/focus on getting his brother back on track. Pretty simple shit.
The PUNISHED solution would be blackmail Gen’s dad with photographic proof of his delinquency and illegal behavior - squeeze him for a payoff. Then sell that idol’s whereabouts and information to a tabloid and use the profit to move his family to Tokyo, get Granny a nurse.
