Bug: images will constantly resize under certain conditions

Platform: Surface Pro (5)

Browser: Google Chrome version 73.0.36.83.103

Description: image will resize itself at a seizure inducing speeds if the image is short enough vertically to not need a scroll bar when not fully scaled to the viewing window size. See attached gif for reference: https://m.imgur.com/4Cv0QlG

I can confirm. I am having the same issue, so far I have noticed with Long Strip version.
