That is because it basically was. Almost nothing happened this chapter. Likely this is because the next chapter will be the "big climax" moment for the arc.

However, it needed just a tad more set up to "flow" properly. So this chapter was made for that reason. It is likely why it is less than 16 pages (only 14 are story and are also split between 2 locations, the other 2 are the title page and group's page). It is covering what could only have been a 45 second max conversation. But it was necessary content (though honestly it probably should have been either attached to the last chapter, or just ran into the "fight", given how this is basically a monthly release).

Tl;dr: The only purpose this chapter has is to set up the next chapter's fight. So it seems like a filler because almost nothing overly exciting/interesting happened and it was very short.
