I think it's less a problem of how much is exposed than in what way. In this kind of design it's really going out of its way to show off the shoulders by cutting holes in the fabric. It's unnatural, and thus draws more attention. So I think it's less about "showing a lot of skin" than "drawing a lot of attention(from other men)"
