He probably already knows how to make them theoretically already, maybe not in actual practice though. Iirc, he was a highschool student? My country taught us about Nuclear fission when most of my class was 14, some 15.

Nuclear fission is what's used to make to make nukes (or you can use nuclear fission + nuclear fusion).

If 14 year olds can figure out that the principle can be used to make bombs, then I'm pretty sure this guy can too.
