No, you're misreading the panel. Katou doesn't make contact with Kazama at all--he literally intercepts the ball and kicks it into Kazama, as hard as he can, so it bounces out of bounds and gives possession to Ryozan.

There's no universe in which that's a foul.

@Cynic The other CB, Seto, has been playing really well and has been named a few times. The goalkeeper, Gou, has also played unreasonably well. No. 6 Nakamoto came in as the LB and has bombed forward a bunch too. Don't remember the names of the forwards but if you have such a strong backline, an amazing mid and a marauding full back, then who needs forwards anyway
