I think it is more because of the readership than any real fascination with them, since it is easy descriptor to use when designing a character. With harems, they usually try to have at least one of each trope, washboard, watermelons, etc. so that there is one for every preference. Usually, with a more monogamous relationship, you see the trend toward average.

@Moth Oddly enough, though japanese seem to obsess over big tits, they mostly marry women with small to average breasts.
