...If it was normal Blackjack. Here, the risk is way too much, you should only hit when you're 13 or under.

Some things yeah.
If your opening hand is 9 ou 10 (or if you get 9/10 after one draw), you should try to double down (you pay twice your initial bet, and you can win even more points/dollars/etc).
When you double down, you can only draw one more card, so it's dangerous, but if you draw a 9 or 10, you got 19/20, so it's worth the risk.

The bank is forced to draw if they're under 16, that's why you should always try to get 17/21 just to be safe.

"double down"? means that the player have 4 card? (draw two times). So sorry I really have no knowledge on card game & casino game. haha.

So the bank is also holding card like player?
