Do you know any story have this concept:
Evil organization build a society that give people healthy and easy life. But in exchange, demand people life, a small number and the rest can live happy.
To lure their sheep, the chance of someone may get pick is still smaller than a get kill, or dead by accident out there (or at least as they said). something like that.

"Murder lottery" manga are a pretty common concept. Ikigami has that, off the top of my head. Anything involving "human livestock" shares that theme too.
