I remember watching this recently on Hulu, and thinking that it was a surprisingly realistic motivation for a rich, powerful, but short guy. I think that Napoleon or other guys like him would jump at the chance to use the Dragon Balls for just that purpose, and wouldn't care how many people had to die or suffer to gather them for something that petty.
