Now that I looked carefully, it's not that they're inconsistent, it's that the perspective is drawn so badly that on some panels the roof and the stairs don't even align properly, some panels look as if there's no roof at all, and there's some other mistakes.
In the first place, why would you even need to carve the roof into stair-shape?

Perhaps you should start asking where the phrase "united we stand, divided we fall" comes from.
