This may have started in 1996 but it sure reads like an early 80s scifi manga. Neat powers, dialogue, and character design. Definitely like the world building as he explores this sort of post-collapse cyberpunk dystopia. But is it good? I can certainly see why it was overshadowed so strongly by trigun and other peers of the same era. There is no real conflict. The main character has not yet been in peril or even been surprised yet. He just shows up and effortlessly comes out on top again and again.
