Top panel of page 22, what happened was the werewolf did some schoolyard bullying trick on the elf, where the person getting bullied gets their clothing turned inside out + tied above their head (so they can't use their arms). In this the elf's shirt got turned inside out + tied above her head. It's an old style bullying manga gag, especially on female students (whose uniforms require skirts). What would usually happen is the bullies would take the edges of the skirt that are usually hanging around the legs and tie it above the head, making the victim unable to use her arms + walking around with her panties exposed, and just leave her walking around the school blind, helpless and exposed.
