That guy really didn't think things through...
My going theory is that he doesn't think our friendly immortal will destroy the world but do something he wouldn't like instead. The only way he thought he could sow enough doubt was with the "He will destroy the world" thing. Well, that or he was truly daft enough to think hostages would work against someone who wants to blow everything up.
