If They weren't stupid, they could have changed the hero status like this :
-Exp boost = Exp gains time number of people in his party.
- One level up worth 5 normal level up but need 5 time more Exp.
- lvl diminution every time he kills people who didn't try to threaten his live.

He would need allies and so would learn value in companionship.

@dkuro if they changed the system, sure it would change his behaviour. But it seems like they want to change his identity and not behaviour? As in, make him act suboptimal, and let more casualties occur as he works with his assigned companions instead, even if the world is setup to reward team-killing more than joining hands.
