I am a bit confused too, but I think its like this: the girl is the true contractor, he is the one who provide him with magic and commander is the 2nd contractor, not provide him with magic but the commander is allowed to use & riding him.

Ugh, I feel I'm trying to hard to find redeeming qualities in this story. I know it's largely for comedy but, she's dumber than a box of rocks. and to make it worse she apparently has great magic that she can use to buffer her physical strength yet never really bothers to do anything with it other than chores. Now she gets to make a contract with the special dragon but, looks like it's just as a battery so the ML can use it.

Why do I do this to myself. I always hope for a shoujo protagonist who isn't a generic wallflower but, everytime my hopes are eviscerated. Sigh. Oh what I'd give to get female protagonists in Japanese manga's like those in Basara and Tokyo Crazy Paradise again. Oh wells, at least Korean manwha/webtoons have been rather good with them of late.

She has 0 redeeming qualities and even the usual empowered MC won't save her since she isn't even a unique existence to the dragon so the big event wasn't even special as she seems like an afterthought

Also one curious comment from @Khaoticsuccubus (I hope i ping right), I think you are completely right about the manwha. There are some really amazing ones with female leads going to action. I'm so happy my friend suggested me "Beware the Villianous". So my only suggestion for manga with a female lead in the action is "May I Please Ask You Just One Last Thing?" In my opinion it was really fresh to the whole otome-thing that many shoujo do.

It's - a contraction of it and is (it is)
Its - a word that means something is owned or associated to something previously said
