Just a bit more clarification: a goukon is a fairly light social event. You can pair up and date and some people do go for that in mind, but first of all, it's just a social mixer where getting to know each other better is just as valid a goal as hooking up. Not everyone is on the prowl at a goukon. It's said to have started with the university students in the Meiji (1868-1912) era where people in the same dormitory or class got together to deepen their friendship, although it has changed over time. Anyway, you match the numbers not because you expect people to pair up but as a courtesy. Kind of like inviting some girls when you're hosting a party so it doesn't become a sausage party. So it's more like going to a party without your girlfriend (with her permission) than anything you guys are imagining.
