You're probably right, but:

If you couldn't tell, Rio was also surprised that he was there, so obviously he didn't tell her he was going to the beach.

If he did ask her to the beach and she turned him down because of prior plans, she would be pretty damned surprised to see him there if she went anyway. So that one statement is just wrong, IMHO.

I'm not saying your suggestion is wrong; it's a legitimate guess, and probably true. I'm saying the evidence you used to support it is wrong.
