Besides that, why is Itami so reluctant to go after the flame dragon? It’s not a threat whatsoever. A single rocket took out the entirety of one of its arms. A rocket to the chest or Head would take it out instantly. No need to ponder for so long whether or not you should do it.

the thing is, when they first fought the fire dragon, it was focusing on eating the civilians, giving them a chance to attack them, this fire dragon they fighting is intelligent
when the panzerfaust blows up its arm , the fire dragon stares at it and then flies away, the dragon knows they have the capability to hurt it
also, the panzerfaust has no homing capability so it can prolly dodge the incoming rocket
