He did peek, first he stumbled upon her, peeked (even his eyes reflect the tits in a symbolic way) and then he decided he shouldn't. Even Katagiri's spidey sense activated. So the throw wasn't unwarranted, but the finisher was too much, that would definitely hurt him if this wasn't a gag manga. BTW is it still a gag manga?
